Improve travel reliability on the NHS and arterial roadways.
Limit recurring peak period delay on the NHS and arterial roadways.
Promote consistent corridor traffic flow with reduced starting and stopping.
Improve the connectivity of the street network and promote a grid street pattern.

  Project would complete a street system connection where one does not currently exist, has the potential to reduce out–of–direction travel, and is context sensitive.
  Project would improve safety or system management in a corridor with reliability issues. At a policy level, this would be part of the Congestion Management Plan and on–going system monitoring.
  Project would improve traffic operations/ improve forecasted level–of–service (use LOS E/F as deficiency). At a policy level, this would be part of the Congestion Management Plan and on–going system monitoring.
